Why Wait for CALS/CE?

This paper addresses the value of adopting certain CALS/CE principles without necessarily having a contract requirement. An overview of traditional approaches to development of LSA and technical manuals is contrasted to integrated development. Roadblocks to integration, such as funding profiles and independent program milestones, are examined as well as myths that have grown into fact, thus precluding significant productivity improvements.
