The Defense Acquisition University (DAU) in support of the US Army’s Program Executive Officer (PEO) Aviation is developing a common aviation technology assessment and transition management (TATM) process to reduce system and subsystem development cost, schedule and performance risk for system development programs and related science and technology (S&T) development projects. This paper explains the rationale for the development and implementation of the TATM Process, describes the TATM Process, its sub-processes and assessment criteria (including links to transition (also known as Willoughby) templates), defines the relationship of the TATM process as a sub-process to the systems engineering process, and describes the value of implementing a structured TATM process in support of risk management processes for technical, cost and schedule risks. Refinement of the Aviation TATM Process is ongoing using lessons learned from a pilot implementation.
