The experience gained on the Northrop Grumman Corporation RAH-66 Comanche Target Acquisition System Software Program over the past several years has proven that at least one solution exists for the challenge of developing quality software in this era of streamlined cost and schedule demands. A whole new program was successfully implemented through the establishment and empowerment of teams, the generation of an effective streamlined software development process, and the creation of an environment conducive to innovation and productivity. The predominate elements of this proven solution include: natural work products, In-Process Reviews, Integrated Product Teams, Subsystem Analysis and Integration Team, Requirements Management, Risk Reduction Prototypes, just-in-time training, commercial-based Software Engineering Environment, Common Network Drive, highly efficient workspace, Program Design Room, and a Webserver. The investment of time and effort to facilitate culture change, strengthen team management, and enable employee empowerment has been clearly worthwhile in light of customer and employee satisfaction.
