Selection of the proper quality attributes of value-based PHM systems is critical to the development of PHM systems that can better assess and improve the health of individual equipment, fleets, operations and services. PHM systems should reflect the needs of the complex, software intensive platforms they support. By adopting a more complete view of the system, including the equipment in its operational and support environment and the people and organizations that support it, by adopting a broader definition of health, by focusing on value as gain rather than loss reduction and by embracing the inevitable changes that the system will undergo, the conclusion is that effective PHM systems must have the capability to learn, adapt, influence and communicate across the full cycle of care. By providing timely and relevant information for all elements in the equipment cycle of care a welldesigned PHM system can be a major facilitator in improving the performance and resilience of all elements of the system, not only the equipment itself.
