Rapidly increasing demand, not the Arab oil embargo, is the cause of the current energy crisis. This paper outlines some of the background of this problem, emphasizing that it is not the result of environmental regulations on automotive emissions, oil desulfurization, etc. EPA programs which will lead to a reduction on energy demand include development of an energy conservation program, transportation control plans, mass transit, resource recovery, fuel economy labelling, land use, and development of more efficient auto propulsion systems.
