New noise regulations are coming in North American and Europe. They will affect airliners which do not meet the latest noise standards - more than 60 percent of the present passenger fleet around the world - and could crease a crisis in capacity and the ability to finance modification or replacement. Much depends on the attitudes of the Federal Aviation Administration and the European Community, which must decide when to impose new standards and which must face the economic and transportation problems raised by that decision.
