Distance Learning (DL) and the revolutionary accomplishments in the telecommunication industry over the last five years offer the potential for large organizations, educational institutions and the government to fulfill a larger portion of their training requirements in a more efficient manner. DL offers the opportunity to improve the student-to-instructor ratio without degrading the quality of education. Additionally, DL can provide a more rapid exchange of information between centers of excellence and the engineering community at large.
