Surveillance video accurately depicts the dynamic state of the target vehicle, which is critical digital media forensics evidence in determining vehicle speed. However, the discontinuous time-domain video (DT video), video with variable frame rate, frame drop, frame skipping is common in proprietary video files, significantly disrupting the accuracy and reliability of traffic accident data. The goal of this study is to come up with a new and useful device and method for examiners to employ in DT video to determine vehicle speed. To begin, the LED Ruler’s structure and layout were designed to reconstruct a vehicle’s trajectory. Then, to determine its speed, a step-by-step detailed explanation and procedure of the vehicle speed analysis method were shown. Finally, the proposed method’s accuracy was verified in calibration testing and accident cases using LED Ruler.
