- The FreedomCAR Program is developing hybrid and plug-in hybrid electric vehicles to reduce the US dependence on foreign oil supplies. DOE’s Advanced Technology Development (ATD) Program addresses the three barriers that remain for batteries in hybrid electric vehicles – high cost, short calendar life, and poor abuse tolerance.
