Changes in State Motorcycle Safety Programs Between 1976 and 1990

A data-based survey of state motorcycle programs between the years 1976 and 1990 shows that significant program and funding changes have occurred to diversify and stabilize the programs. Among the changes:
  1. 1.
    Most states now have motorcycle safety programs which funded by special legislation rather than federal funding.
  2. 2.
    State motorcycle safety programs are much more varied today than in 1979; few of the original federal program elements are emphasized.
  3. 3.
    Federal spending increased until 1981. Since that time it has dropped sharply while state spending has steadily increased.
  4. 4.
    An analysis of regression slopes shows that there is a statistically significant difference (F test = 5.0565; p = .039) between federal and state expenditure trends over the period 1979-1988.
