- A data-based survey of state motorcycle programs between the years 1976 and 1990 shows that significant program and funding changes have occurred to diversify and stabilize the programs. Among the changes:
-
1.
Most states now have motorcycle safety programs which funded by special legislation rather than federal funding.
-
2.
State motorcycle safety programs are much more varied today than in 1979; few of the original federal program elements are emphasized.
-
3.
Federal spending increased until 1981. Since that time it has dropped sharply while state spending has steadily increased.
-
4.
An analysis of regression slopes shows that there is a statistically significant difference (F test = 5.0565; p = .039) between federal and state expenditure trends over the period 1979-1988.
