Differences in safety objectives and lack of confidence are the two major obstacles which could have prevented the international development of civil aviation.
From the Chicago Convention to the European Joint Airworthiness Requirements, these obstacles have been overcome to the satisfaction of all nations.
This stands as an example not only for other aviation matters, but for any field of technical activities faced with international regulatory problems.
