The design process for Perkins' 400 Series is driven by choice via continuous product improvements, not just by regulations.
Product development in terms of new diesel engines is driven by a number of factors. Ask nearly anyone involved in the off-highway industry what he or she thinks is the biggest factor, and most likely the response will be emissions regulations.
The implication is, of course, that engine designers have spent the last few years mastering such technologies as combustion events, fuel systems, airflow, etc., only because they had to design to meet regulations. However, a sense of pride in one's work that results in product that continually pleases the customer often provides a more lasting drive than pleasing the government every two or three years.
