Scope
This SAE Recommended Practice is intended as a guide for manufacturers and users of trailers, specifically full trailer(s) and/or converter dollies. Its inclusion in state, federal, or any laws or regulations where flexibility of revision is lacking is discouraged. Emergency safety is the basis of this recommendation. This SAE Recommended Practice covers the number, location, and method of attachment of safety chains for full trailers and/or converter dollies.

Truck and Bus Coupling and Interchangeability Committee
The Scope of the Truck and Bus Coupling and Interchangeability Committee is to establish minimum performance requirements and standard test procedures for fifth wheels. Any model of fifth wheel tested to this standard should properly couple and uncouple to a commercial SAE J700 (2 inch) kingpin. The performance requirements are to be based on actual fifth wheel loadings, sound engineering judgment and wherever possible, in harmony with existing standards and/or practices.
