Abstract
Automotive caused CO and NOx emissions have been significantly
reduced, the levels of CO2 continue to rise in Germany. To judge
the development of emissions in the next 20 years, the paper
outlines numerous parameters which must be addressed. After
elaborating the scenario based on current trends, the affects of
different policy packages which could cut emissions are described.
These solutions involve combinations of fiscal instruments,
regulations, infrastructure planning, information and public
education.
Emissions problems cannot be effectively addressed with local or
regional plans as they merely shift problems to another area. The
solution lies in national and European-wide measures which will
help attain a global reduction of CO2 emissions, coupled with
decentralized implementation to take into account specific regional
problems.
