A Systems Approach to Air Transportation

An attempt is made to describe a systems approach to planning the development of national transportation systems. A transportation systems development process is defined as made up of activities such as policy making, planning, and systems analysis and actions comprising decisions and implementation programs. It is concluded that the present process of transportation development is far from rational or systematic and that major changes are required.
