Increased emphasis has been placed upon the orderly development of integrated logistics support by the Department of Defense through the issuance of DOD Directive 4100. 35. This paper investigates and illustrates the development of the quantitative logistics performance parameters related to Time, Resources, and Cost in the Concept Formulation Phase (CFP) and through the Contractual Definition Phase (CDP). Equations-of-relationship are presented which define the iterative elements and their interfaces during the development of time, resources, and cost factor constraints. This interplay is further defined by the presentation of typical “real-world” examples and the methods used to control the quantitative performance elements during CFP and CDP.
