HOW TO STOP THE SPIRALING HEADCOUNT IN AIR TRAFFIC CONTROL

(Personal Note: In addition to my American Airlines duties, it has been my privilege to work with the ITT Federal Laboratories as consultant on air traffic control. As you may know, ITT, under contract to FAA, has designed a Terminal Area Control System. This paper will present my personal views on one important aspect of this system design for FAA. FAA, of course, has contracts with other groups for systems aimed at solving these problems. At this early stage FAA neither supports my views, nor have they shown any inclination to suppress my right to express these views.
