A new public transportation system called LINC (local initiative for neighborhood circulation) which we have proposed is introduced in this paper. The LINC system consists of three different and hierarchical levels of service. The advantages of LINC are investigated from a point of view of effective, economical and simple. In the lowest level, the vehicles would run on smaller neighborhood streets to pick customers up and drop them off at their homes, at the station and at any other desired destination within the service area, and we consequently adopt the Dial-a-Ride service, which is the one of optimization problem, in the level. A genetic algorithm is applied to its optimization for customers transportation in case of using multiple vehicles, and proper solutions are, as a result, obtained on the digital road map.
