An Assessment Scheme for Transmission Systems Applied to Road Transport Information

Abstract
In 1988, the European Community Research Program DRIVE in the field of Road Transport Informatics and Telecommunications was started with the objective to improve road safety, transport efficiency and environmental quality. Within this program, the DACAR project - Data Aquisition and Communication techniques and their Assessment for Road transport - was started in 1989. The objective of this project is to design a basis for a framework for the technical and operational assessment of transmission techniques to be used in an Information Road Transport Environment (IRTE).
The paper describes the system design approach to be used for the assessment: First, potential road transport information applications (abbreviation: RTI - applications) are derived with the aid of a physical model and described. They are further evaluated to the extent necessary for the assessment. A possible valuation of these applications is performed with respect to the objectives of the DRIVE program. Then, technical criteria for potential system candidates to perform the various applications are derived. Finally, some criteria for implementation of a system are mentioned and discussed.
