Abstract
Trends in fighter development and threat capabilities suggest a growing crisis in operational numbers of NATO forces, increasing the significance of the Quality vs Quantity issue. Technology application is shown to be the key to producing quality and quantity in a new fighter. Primary forces in the cost escalation mechanism are identified. A design approach to lower-cost fighter concepts is introduced and quantitative rationale are presented to illustrate potential improvements in operational capability.
