Historically, new weapon systems have utilized a Phased Support concept to provide the desired readiness/availability during Fleet introduction. This strategy incorporates the use of contractor personnel to provide engineering and maintenance support during early operations and as organic maintenance capability is phased in, contractor maintenance personnel are phased out. However, in most aircraft programs, Contractor Engineering Technical Services (CETS), remain active well into program maturity (past Navy Support Date (NSD)). The V-22 Integrated Logistics Support (ILS) Program has structured its support concept to capitalize on early standup of Cognizant Field Activity (CFA) capabilities thereby reducing dependency on Contractor Engineering Technical Services (CETS) for field Technical Representatives. To achieve this objective, Firm Fixed Price requirements for V-22 Full Scale Engineering Development (FSED) and option items contract specifications were developed which call for early incremental training and phase in of Depot level support. This requirement allows the CFA to ensure Naval Air Engineering Support Unit (NAESU) personnel are trained during the late Full Scale Engineering Development (FSED) and Early Operations Phases and will provide V-22 Navy Engineering Technical Services (NETS) prior to first deployment.
