Abstract
A low-cost commercial launch vehicle which can accommodate Shuttle-sized payloads is required if access to space is to be made affordable and commonplace. This paper explores the market for such a vehicle, the vehicle concept itself, and the steps that NASA could take to encourage the entrepreneurial launch vehicle industry.
