Abstract
Because it is very unlikely that aircraft noise will be eliminated or reduced to a manageable level by technological improvements, land use strategies which substitute non-noise sensitive uses for very sensitive uses in high noise exposure zones are necessary. Differences between old and new airports call for somewhat different strategies. Possible strategies include zoning, building code modifications, land-banking, and purchases of dwellings in isolated areas. All strategies have limitations and potential adverse effects on community goals other than noise reduction. Implementation of any of the strategies is complex, requiring compromises among competing groups and community goals.
