Particulate emissions from IC engines form the majority urban source of particles. Close to roadways, the particle levels and spectra can vary on short time scales~associated with traffic movement. This paper describes an instrument capable of making such measurements in the 5 nm to 1000 nm size range, with a time response of 200 ms. This is achieved via an electrostatic classification technique, consisting of a diffusion charger followed by a multi-element, constant voltage classifier.
