Abstract
The object of this paper is to describe the Project Initiation process used at Phoenix International Corporation. The paper will describe how the Project Initiation process is used by Phoenix International to create system concepts, project cost estimates, and to capture system requirements at the beginning of new projects.
The paper will outline how the Project Initiation process is structured to instill a system-level view when developing project concepts and requirements. The paper will outline how this system-level view during up-front efforts is intended to minimize project assumptions, project cost overruns, and requirements ambiguity during product development and implementation processes.
